In a letter dated 20 July 2025 addressed to the UN Secretary-General the President of the Security Council and the EU High Representative for Foreign Affairs and Security Policy Iranian Foreign Minister Dr. Sayed Abbas Araghchi outlined why the E3 (France Germany and the United Kingdom) lack any legal political or moral standing to trigger the dispute mechanisms of the JCPOA or UN Security Council Resolution 2231 (2015).

In a letter dated 20 July 2025, addressed to the UN Secretary-General, the President of the Security Council, and the EU High Representative for Foreign Affairs and Security Policy, Iranian Foreign Minister Dr. Sayed Abbas Araghchi outlined why the E3 (France, Germany, and the United Kingdom) lack any legal, political, or moral standing to trigger the dispute mechanisms of the JCPOA or UN Security Council Resolution 2231 (2015).

Dr. Araghchi argued that the E3’s political and material support for what he described as the recent unprovoked and illegal military aggression by Israel and the United States—alongside their continued failure to meet JCPOA commitments—renders any attempt to reinstate terminated UNSC resolutions null and void.

The letter recalled that, following the U.S. withdrawal from the JCPOA, Iran had exhausted all dispute resolution mechanisms before gradually adopting remedial measures under Paragraph 36. Despite these efforts, the E3 not only reneged on their obligations but also aligned with Washington’s “maximum pressure” policy.

Dr. Araghchi warned that the E3’s actions undermine the credibility of the Security Council and quoted their own 2020 letter advising the U.S. to “refrain from any action that would deepen divisions within the Council.” He concluded by reaffirming that while Iran can counter any hostile measures, it remains ready to engage in genuine diplomacy conducted in good faith.
